Digital inclusion is a requisite for building healthy and prosperous communities across all important sectors—economic and workforce development, education, health care, public safety and emergency services, civic engagement, and social connections. While each community will have different priorities, the fundamental needs are the same.
The Framework is a resource for community-wide planning to help forward-looking communities achieve digital inclusion for all of their residents. It sets forth a vision of what a modern 21st
community looks like when digital inclusion is a priority, presents a set of principles that need to be addressed in order to achieve that vision, and provides specific goals that can serve as
benchmarks for making progress against each of the principle areas. The Framework also includes strategies that communities have implemented around the country to serve as examples for others, acknowledging that every community is unique and will identify its own direction.
